Hmm... $29 study guides? According to their FAQ, they aim for "95% exam
coverage with 95% accuracy". Domain is registered using a hidden proxy
method, so they don't have to reveal who they are. To get the "100% pass
guarantee" you have to provide them with your testing account and password
so they can verify your exam score.

At the very least, you get what you pay for. Worst case you get your
identity stolen and lose your certs for cheating. I'd check
www.certguard.com and play it safe.
