Try an ipconfig /all from a DOS box Command Prompt
before and after they connect.
Compare results.
Look in System Services to see how relevant items
are started, stopped, started on demand, auto etc.
You can change the mode.
There are logs to look at, clear them first, then there
won't be so much to look through.
There is packet monitoring software that will let
you examine network activity.
Does DHCP always fail or only intermittently,
same network adapters in each machine?
Stick with static addresses, Plug and Pray as well
as DHCP can be flaky.
I think DHCP is a one shot, if it fails or times out
then it waits, and waits etc.
