Ring no Answer on as5800?

I have an as5800 with two DS3 lines coming in. All of my lines but two
are working. The phone company in this area is wierd and each 'line' on
the Ds3 is actually a T1. So these 2 lines for 2 areas don't answer.
You call and the modem shows it's C (call in setup) then drops it.. but
you just get continual dead air on the phone. It shows up as 'ring no
answer' which cisco says is:

Ring no answers—Number of times the integrated modem detected ringing
but did not answer the incoming call.

What would cause them to do this? Is this my issue or the phone
companies? These two lines are setup exactly as the other 23 or so T1
lines on this system are setup, and one was installed some time ago, the
other more recently (so there are lines in between them).

It's hard to say why you would be getting RNAs ... likely
problems:

- misconfigured signaling between switch and AS5800 (likely with
CAS/R2; not likely with ISDN)

- modems not working right?

If the RNAs are seen on particular T1s rather than on particular
modems, then the former theory would be the more probable explanation.
