Formatting number returns blank, not 0

When I print the value returned from a web service in a label I format
it with '<%# Eval("Number", "{0:#,###}") %>'. If the value returned is
0 it is shown as blank in the label.

How can I change that? It should be shown as 0. I can't change anything
in the web service.
