Cisco Router initiating L2TP tunnel to Microsoft RAS

Is there any way or already available solution for Cisco router to initiate
a L2TP tunnel to Mircosoft RAS server?

Normally, a Microsoft PPTP client have no problem initiating the tunnel to
the Cisco router. But is there any way for the opposite direction?
