I'm hoping someone is able to help. We have a client who wishes to dial into
our Cisco 1720 Router using the ISDN WIC. I have configured Cisco to Cisco
Routers in the past but never a configuration for a PC ISDN to Cisco. Is it
the same config or different? Any suggestion welcome.

Should be exactly the same. Even MS-CHAP is supported in IOS.
