In a typical scenario, should the C.O. access rate & cir be n X rate for
n remote office?

Only if you need to support all the remote offices saturating their
circuits simultaneously with no degradation of throughput. In most
cases, this is unlikely, so you can get away with oversubscribing on the
central site.
