Have you tried router-esim ?
http://tdrwww.exp-math.uni-essen.de/cisco/academy.html

Its not exactly a complete simulator, but more like a practical training
tool where you step by step configures a little enviroment, a good start
atleast. Its a flashfile, dont be fooled by the .exe extension, so you will
need a macromedia flashplayer, commonly available in most dists.

Didnt see a pricetag at the site, but im not 100% sure its actually meant to
be freely available, check for yourself beforeyou commit a crime... </hands

The site I'm getting ready to recommend to you has free and paid telnet
access to their routers:

Visit r1r2.com and click on the R1R2 Lab Access tab. Follow the
instructions. When you telnet into r1r2.com, I suggest choosing r1r2ser. Now
that you have access to a real router, practice until you can set up your
router(s) to talk w/o looking at a book.

If you're looking for something to guide you, in my 640-607 CNAP training,
my teacher gave us a document to guide our router practice. Feel free to
e-mail me and I will send it to you (its a very small document containing
the minimal commands to completely configure a router for communication).
