IOS 12.1 Issues with H.323

Has anyone else seen this? Our 1720 router is running IOS 12.1. If we bypass
the router and plug our videoconference system directly into our internet
connection, everything works great and we can get a full 2 megs of data
going to our videoconference system. However if we hook it up to the router,
we can't get any better than about 1 meg throughput.

Our ISP tested it and file downloads and other tests seem to work fine. They
say there is an issue with the way the router handles H.323 protocols. They
said upgrading to IOS 12.3 may fix the problem. Has anyone else seen this?
