Cisco SOHO 71 - Won't take a DHCP offer

Hello all,

Ok, need some help on this one. I have a Cisco SOHO 71 setup for a
customer. Previously, it was working fine with a statically assigned
IP. They recently replaced the cable modem and wouldn't you know it,
no connectivity. Suddenly I find out that they would prefer if the
router was grabbin' an IP from DHCP. Fine. So I switch it to DHCP,
it's getting an offer, but not taking it. The ISP claims they setup a
reservation in their server which seems to be true, it's offering me
the same IP every time but I can't get it to take. The IP that is
being offered is the same IP I had previously assigned to the router
statically.

Note: I do notice this in the debug - 16:10:54: Temp IP addr:
66.206.254.108 for peer on Interface: unknown

Here's the config on E1:

Note: It doesn't make a difference when I take out the access-group
and ip inspect.
