Web pages loading very slowly:

My downloading speed tests are good but when I'm surfing, my computer
seems to be on dialup. I've reformatted the hard drive and that only
helped for a few days....

I using Norton Internet Security, before I had the Firewall level on to high
and that slowed me down allot. That me or not be the case with you?
