WinME splash screen?

1) where can i find the file that is used for WinME splash screen?
2) how can i change the length of time it stays (i would like to make
it longer than the 1 second that i now see)?
3) can i replace it with any picture file with a different filename
and file type?
What i want to do is replace the present one with an animated GIF.
