wierd mouse problems

ive got a wierd mouse problem querry at the moment,
when ever im off the internet the hourglass pointer keeps turning around all
the time,
but when im on the net it stops and goes back to the normal mouse pointer?
ive just changed isp's but that shouldnt be the cause of it??

any ideas?

If this happens when you close IE, then the fault may be that IE has
something defective with it, and is not properly shutting down. If the hour
glass is there all the time even if you only go off IE, and leave it
running, then there must be something you do not know about that is running
in the background and is not finishing up its operation.

Check your system for any spywares, adwares, or viruses.
