Computer Information - Dell Latitude CPx problem

I have a Dell Latitude CPx Laptop and when switched on, the power light is
displayed along with all the "Scroll" "Caps" & "Num Lock" all lit, the hard
disk just whirls and nothing is displayed on the screen at all.

Can anyone help ?
