I made a request to the OED printing section, and requested they put the word
gullible back into the dictionary.

Looks to me like it's some kind of BS scam. They do this kind of thing
through the regular mail. To get the prize you have to pay something and
then they try to hook you on other things and you buy, buy, buy and it's
worthless non returnable junk being sold. This kind of scam was on 60
Minutes a few years back. If you fall for that, then maybe you'll fall
for something else on a big ticket purchase, in the scammer's mind set.

I got it in my spam collector mailbox, as did
news.admin.net-abuse.sightings with the same code. No telling what
list they used, this account's been active over seven years and is
probably on most marketed lists.

When it asks for your PIN, that's a bit strange, but also the
expiration date? Ran as a CC, they'd need the expiration, run as a
debit card, they'd need the PIN, with both as well as your other
information they could just clone the card and do whatever they
wanted.

Like a merchant account's a problem these days, there're lots of
payment processors on the net a legit company could use.
