3810 & PBX interconnection

Hi ,
im currently debugging a problem with two 3810 interconnection two Siemens
Hicom systems.In fact im running IOS 12.2(15) and i am running T-ccs over
IP via an E1 interface.I observe that sometimes the dialed number does not
go through.In fact as i have no hand on the PABX i would be interested to
know if anyone already expected this type of problem.In deed if i dial
several times the same number i can see that that out of 10 dial attempts 7
go through without any problem but on 3 calls i do not get any carrier
although i can see the extension number and the name on the phone display.No
ring tone an be heard.Any hints what to check or what timers to set.
