A router connects an internal network (192.168.1.0) to the internet.

The rule in the ACL ( Access Control List) is "allow 211.123.23.0 0.0.0.255" for the internal interface and "deny 211.123.23.0 0.0.0.255" for the external interface.

How does the router block spoofed packets, please?

Can you describe your set up better. Free free to use "registered network X"
and "internal network 192.168.1.0" is you wish....
