Default Boot Login PCI card?

I have a friend that has a HP Pavilion home PC. The BIOS does not support
password protection. Does anyone know where I can buy a PCI card to do this.
I am not keen on software solutions, but will be receptive to these
solutions as well. The system is running ME which I cannot put System
Commander on to do this..
Thank You
Billy
