System User account problem

Hi All,
I have an ASP.NET application that connects to ORACLE 9i DB, The
application works fine when I run the application from Visual studio
environment logging into the PC as an Administrator, the same application
displays error connecting to DB when I login to the PC as a normal user. Is
there any rights I need to set to the system User ?, I have set "Everyone"
full rights to wwwroot folder and also to oracle folder but still I get the
same error.

Any help would be appreciated
