Problems with configuration register 0x2102

Router: 2120
IOS: 12.3.1a

My Configuration register is set to 0x2102 but every time the router boots it
ends up at rommon 1>. I thought 0x2102 was the ticket to having it auto boot.

I've done this several times:

Cisco2620(config)#config-register 0x2102
Cisco2620(config)#exit
Cisco2620#wr mem
Building configuration...
[OK]

sh ver shows me:

Shouldn't it boot from Flash with what it shows me?

Basically 0x2102 means
2 Boot Default Flash software if network fails
1 Break is disabled
0 0
2 9600 console speed and boot system from flash

OR NVRAM config will be used and Break key Disabled, after IOS load and
Console Baud: 9600

So yes it should boot from flash unless you have some network load setup.

If no network load then I would guess you have a memory problem.
