Default Is Thruput - A Security trade-off?

I don't think it is..
But my ISP, Optonline says it is.
No problem though..
I don't believe a word they utter or print.

Uttered..
Think of it as an Interstate Highway.. Traffic jams..
I did, but a limited access toll section of the highway.
- No traffic jams.

I was talking about problems in general,
and NewsServer problems, in particular.
They want to bring the cloud into the act.. -

Summary of Trouble shooting
Clean up my system.
Disable Firewalls.
The rest of their LIES are attached. for comments.
(Forgive the typos, I needed to OCR them from images on their site.)

transmitted to and from your computer using specialized
receiver/tansriitters that orbit around the earth.

--------------------------------- Top Speed Related Questions ---------------------------------

Question: Is my download speed slow because there are too many people
on the network?
Answer: Our network Is designed to prevent this from happenlng, and is
modifled as needed.

Question: Why does speed vary on the network?
Answer: Many possible reasons exist.
Two or the more common are:
The number of people accessing the site is causinq traffic on the site
or network or your computer's memory allocation (RAM).
It is possible to run a speed test ten times in a row and get ten
different results. However, the results will still be faster then
other comparable-priced residential ISPs.

Answer: Your computer's hardware and software configuration can have
an effect on your speed. This includes your computer's processor speed
and how much memory (RAM) you have installed.
Running multiple programs can also use up memory and slow the loading
of web pages.

Some info did help..
I didn't know where IE keeps its cache.
The crap could just as easily be HTML.
They used a jpg image I needed to find in my cache.
