3-DES and SHA-1-HMAC

I have a problem.

I' m using IPSEC with SECURE SERVER built-in policy.

This policy use 3DES and SHA-1-HMAC.

I need to know if 3DES use 112 effective bits o 168 effective bits?

I read something but I' m not sure that refers to this policy...

And I think that SHA-1-HMAC use 160 bits without cut to 96 bits.

(If I have SHA-1-HMAC-t the output value have t bits - t > 80. But I
don' t find anything of sure about this windows policy)

Can anybody help me?
