The limitation is not VLAN's but the platform. The 1800 series supports a
maximum of 8 VLANs, and is not a very powerful routing platform. To support
50+ VLANs, QoS, and routing, etc, you need a 3560 or 3750 series switch. If
you want to rate-limit, you need a "Metro" series switch.
