Any suggestions which are the best?

Depends on what you are trying to do. -Just edit the image? -In 16 colors
(or not)? I usually do the graphic editing in a graphic editor and then
convert the file to .ico.

Infinity has its limits.

Microangelo is the choice application whenever I do icons although I
must admit there are loads out there I havent tried.

I like IconEdit Pro <http://www.iconedit.com/> (MS Windows only). It's
shareware and costs a mere 20 Euro which includes all future versions.
