Configure IOS for VPN and Firewall?

Is there one or more concise documents --- understandable by normal human
beings --- on how to configure IOS to implement a) VPN and b) Firewall?

No. There are too many possible ways that people might want to
configure VPNs or firewalls for there to be a *concise* document that
was comprehensible to people without firewall or VPN experience.

You could look through the configuration examples on cisco.com.

I would suggest that you might find the PIX documentation more
approachable than the IOS documentation. I'd suggest in particular
starting with the PIX 5.2 documentation; in my opinion, the revised
documentation from PIX 5.3 is not as readable.
