Purchasing IP+ option

I'm interested in getting a Cisco 806 and running VoIP from home (using
Packet:

DTA---------analog_phone
|
Cisco-806-----DSL_modem-------ph_jack
|
PC

I feel that I will need to do rate-limiting on the port connected to the
PC, so my phone will always have enough upstream bw. Now, I can get an
806 on eBay for ~$100. But, it probably won't have the IP+ option for
rate limiting. Is it possible to then add on the IP+ option?

Any other recommendations?
