How to monit internet connections??

Hello!
I want to write such programm: When I will try to connect to (using internet
explorer) www.some.site.com, the programm would denied acces to this site,
and instead of connecting to www.some.site.com it would show for example
www.other.site.com.
How to do it? How to start it? Any Idea?
