Using Gruop Policy.....

I'm using WindowsXP, how can i use Group Policy to do the following ....
1) Disable user change proxy setting ?
2) Disable Address Bar on Internet Explorer ?

That means user not allow to type any address to play game, download software....

It is going to be an MMC snapin(group policy or Local
group policy Play around till you find exact one) . if
you dont know what that is then how do you know what Group
Policy is... if you are farmiliar with 2k group policy
it is darn near the EXACT same way.
