Dual Sided, Single Layer DVD Blank Disc

If a drive supports burning to ONE SIDE, single layer disc, does it
always mean it supports burning to DOUBLE SIDE, single layer disc? My
drive is a Sony external dvd burner DRX-510 UL, manufactured in Oct
2003.

Yes. As far as the drive knows, each side is simply a separate disc;
your burner should support it fine. You'll just have to flip it
manually, of course.
