Extra subtitles showing?

I wonder...i know there's a program, which cna show only subtitles,
regardless of movie (if running or not) for additional subtitles - like some
DVD's doesn't have them in my local lang, but i do have subtitle on sub
file. Second thing i need it is for playing mpeg (2) movies - such movies,
when played, are not shown with subtitles, because time counter doesn't run
on nay player???except PowerDVD - but this one doesn't how subs...(not even
with VobSub).

So, if anyone know for it, it would be very nice.
