Confused about the DVD forum

I am working on an academic project about the DVD manufacturing
industry in China
and find myself really unclear about the DVD Forum and who owns and
does what in the video disc world.

I read that manufacturers must pay patent royalties to the DVD Forum,
but then there's mention of the DVD 6C Group and the 3C Group
(comprising Sony, Pioneer, Philips), Thomson and the MPEG Lab. Do all
these parties belong to the "DVD Forum"
and must royalties be negotiated with each group?

Is there some resource somewhere that can explain this clearly and
simply?
