I would like to know if it is possible to use platform sdk libraries within
CBuilder? Is it binded to Visual C or is it usablw by other dev. tools?

It's OK. Compilers which support development under Windows usually (or
always?) include their own import LIB files which are compatible with
that particular compiler.
