Amazon.com lists it for $9.95+shipping for a new copy, $6.50 for
use. Shipping states usually ships within 24 hours so they should
have it in stock. They also listed a Come Home Snoopy #2.

Most current UK VHS players can play NTSC tapes, outputting the signal as
PAL60 which most current tvs can handle.
There's a couple of NTSC DVDs of it on eBay at the moment.

They're located in America:

Probably not official.

Absolutely, definitely not official.

There are no official releases of any of the four Peanuts theatrical
films in any region at the moment. As I posted previously, an official
Australian release may arrive this spring.

Besides that, these auctions show a cover featuring the CBS FOX home
video logo - current home video rights to "Snoopy Come Home" reside with
Paramount, and have for several years. I'd guess these are DVDs made
from some old VHS tape back when CBS FOX had the rights.
