Default How do I make a preferred network available

Suddenly my internet connection dropped. Tried to get back on but a
security-enabled wireless network that is not mine popped up and wanted
password. After blaming my son for doing something, I figured maybe my
neighbor just got a wireless network and I'm in it's range. Now the network
that is not mine is the only one that shows up as an available network, while
mine will only show up as a preferred network. I can delete the neighbor's
form my preferred network list, but can't get it to quit showing as
available, and I can't get mine to be avalilable. How can I solve this? I
have never had an issue like this.

If the other network is visible, you can't hide it -
but you can remove it from preferred, as you already did.
Now the question is, why your AP is not visible. Is it on?
Is it set to broadcast SSID? Is your SSID same as neigbor's?
