DVD Video - capture card/mpeg2 hardvare encoder

Default capture card/mpeg2 hardvare encoder


Hi,
I'm looking for a capture card (pci or usb2,PAL/NTSC,s-video and compisite
video in, 2xRCA or stereo mini-jack audio in) with an hardware mpeg2 (dvd
and (s)vcd compliant) encoder. It's very important that I can use this
device as an hardware encoder to convert video files (mainly avi and mpg1/2)
to dvd-compliant files. As now I've looked at pinnacle and hauppage but they
can only hardware-encode data that came from the a/v inputs and not from an
existing file.
If possible I prefer to buy in Europe. The budget is up to 500 euros/US$
