What should a good f-stop be on this? Is 3.5 - 4.0 too high or is that
standard for that size zoom?

Depends what you want to do with the lens..

If you're in to taking long focal length shots in low light, it isn't that
good.

f/2.8 is good.. And very expensive at long focal lengths.

For general purpose f/3.5-4.0 isn't bad at all. f/4.0 is actually pretty good
at the 300mm end.. Utility lenses usually get up to f/5.6 there.

The 300D has the ability to take decent shots at high ISO 400-800 so that
negates the effect of the higher f number.

Of course with a non image stabilized lens, at 300mm you'll want to use a
tripod on days when it isn't that bright.
