Sky from shot 1 with landscape from shot 2

I took a bunch of pictures on a foggy day. With auto-exposure
bracketing, I found that the darkest shot consistently had the most
realistic foggy sky, and the lightest consistently had the best
scenery.

I can think of a few ways in Photoshop to combine the sky from one
shot with the landscape from another one. Is there one technique that
is best suited for turning into an action, so I could do it quickly to
a number of different shots?
