Not really. 11p/unit is the typical cost of the first 1000 kwh or so.
After that it generally drops off to around 6p or 7p.

I have an Olympia Dect Dual phone connected to my PC to use Skype. The
phone also comes with a regular BT style plug, the idea being that it
can be used both with Skype and BT. However, I have the BT line plugged
into a VOIP ADSL router (mine is a speedtouch 716) and use it with
Sipgate, so you can get Skype and SIP on one device, but you do need a
VOIP capable ADSL Router. The SIP functions even when the PC is off or
the USB cable disconnected. If you have 2 handsets, you can make SIP
and Skype calls at the same time.

the 11p/unit is effectively the standing charge, like you say its
levied on the first 1000 kWh per year so it isn't the price of the
extra kWh used in 99% of circumstances - unless the PC is the only
thing on that meter.
