How do I degrade bandwidth or pingflood IP/LINK?

I'm currently doing some testing in relations to MOS, Jitter, Latenc
and see rate them accordingly to the calls I make. In order for m
to do that I need to pingflood my ip or use somekind of bandwidt
program to control a percise amount of latency, jitter. Anyone kno
how I can do this. Your help would be much appreciated
