SIP: How is TRYING used?

I am setting up a VOCAL SIP Marshal Server.
I noticed one of its steps when it gets a register request is to send
a TRYING response.

Is this because it needs to forward to register request to the
Redirect Server?

Will you always seeing a TRYING response for messages when they
need to be forwarded?
