Help please: I can't delete file from my hard drive!

After downloading the file, it is no use for me any more, it takes
considerable space and every time I try to do something with it Windows
Explorer gets stuck giving my message that the file is used by another
program or person (at the same time I make sure nothing's running)?

Reboot in safe mode, delete file, restart.

(Safe mode is achieved by press F8 after the BIOS flash screens, before
Windows actually starts. Timing is critical - so keep banging away over and
over again at that F8 key when you reboot. Then you should get a boot menu,
select Safe Mode.)

Reinstallation of the operating system on a regular basis,in my experience,
keeps your hard drive in a clean, lean condition.
That would in your case be a guaranteed solution to your problem.If you wish
to be talked through this process then I am able for a limited period to
offer one to one online support.

As you can see from my thread below, my advice is not only concise and
informed but also reliable, prompt and guaranteed to work.
Its a shame to see others giving out such garbled unhelpful nonsense.
If the duck couldnt paddle then I could certainly help.
