i use a new sheet of a4 paper folded over the mousemat, and change it every
month.
in very hot weather it's not sticky on the hand like many plastic mouse mats

It could be your monitor that needs cleaning. When the mouse cursor moves,
little bits of static, grease, flecks of dirt, and random magnetic
interference can play havoc with the cursor, causing it to slow down and
even feel a little wobbly at times. The sensation has been likened to that
of "moving a mouse through treacle". In tests it was found that cleaning the
front of the monitor can lead to sometimes quite drastic improvements in
performance. Dead pixels can also affect the smoothness of the mouse cursor
movement, but of course this cannot be fixed.

Get the anti-static spray out and give your screen a damn good clean.

Thanks everyone who answered me. The A4 paper folded over the mousemat did
the trick.

Unless there are still shards of broken glass embedded in her mousepad
from her last Windows crash, I can't really see how her OS is relevant.

look an see if the little pads or feet on mouse are missing . this happend
to me.
