XP only boots to Safe Mode

I friend is running XP (not sure if Home or Pro) and everytime she boots
or reboots her computer, it boots to Safe Mode. She brought it
somewhere to get checked out, but when the tech there booted it up, it
booted up normally (not into Safe Mode).

Does anyone have any idea what may be happening?

Click Start, Run. In the Run box, type "msconfig" without the quotes and press Enter. Click the
"BOOT.INI" tab, and uncheck the box, "/SAFEBOOT", Apply, OK

If the box is already unchecked, make sure that "/SAFEBOOT" is NOT in the Boot.ini statement.
It could have been added manually.

Sample Boot.ini

[boot loader]
timeout=10
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOW S
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Micro soft Windows XP Professional" /fastdetect

Turns out it was some sort of conflict with the monitor. She bought a
new monitor and hasnt had the problem since.

Which seems weird to me.
