i had the same question some time ago.the solution is at:
http://courses.ece.uiuc.edu/ece311/ at the faq.html, where it says:

1. Can more than one process update a signal?

No. This tends to cause race conditions. (Which process should have
updated the signal?)

i read at the other answers that you can do it if you design a
bus-signal.I don't know what is that, so i cannot make a comment.
