Inquire with your local or state parking enforcement authorities. Here in
Toronto a bylaw was passed recently which actually makes these
privately-issued parking tickets illegal- although one private company is
now challenging the bylaw in court:

use collection agencies to extract payment from people who refuse to pay
after getting personal info (phone # and address) from the Province based
on the license plate of the vehicle. (This practice has since been
stopped here, I believe.)
