How does one go about wiping out Windows XP totally and starting over
fresh??

Do you want to completely format your hard drive (destroy all data) or
just Windows XP?

If just Windows XP, then boot onto the installation disc and choose
Install. Just allow it to overwrite the existing OS, but choose NOT to
format the partition, just Leave As Is.

If you want to completely blast your drive, then choose Format during
the install.

PS - MAKE BACKUPS FIRST!
