What is InCD... Does it work simultaneously in all XP User accounts?

In plain tems What is InCD. It was installed with Nero 5.5 but we have 5
User accounts in XP but only one user has access to it at any onetime.
Is that true? Also does it affect othercopying software like Musicmatch
ver 7 as I can't seem to copy disc in this program?
Any suggestions
