i don't know why but recently iv'e found i can't open Control Panel from the
start menu. i have to right-click it and use Explore. it works this way but
i want to know what's happened to it. can anyone tell me?

Check with other programs. Some, like Spybot S&D, have a setting
that restricts access to this; amongst other things.
