My PC running Windows 2000 and an ATX power supply shuts down down
normally when I press Start > Shut down. However, within two or three
seconds of the machine switching off, it starts up again.

Any suggestions as to the cause and eek the cure for this?

Check the manual and see what it says about Wake On LAN.

I disabled Wake On LAN in the BIOS but no effect. It's still doing it
as bad as ever.
