There should be no reason why they should not be allocated that address.
Dial up does tend to be dynamic addresses. Some ISP's do offer static dial
up accounts.

So, assuming you have a regular dial up, then yes your address is free for
someone else to use once you have finished.

ISP's do have a full DHCP log of who had what and when.
